After the Libyan intelligence chief Moussa Koussa's apparent "defection" / short visit to the UK, on March 30th 2011, Foreign Secretary William Hague made a statement in the Commons::

I can announce to the House that we have today taken steps to expel five diplomats at the Libyan embassy in London, including the military attaché. The Government judged that were those individuals to remain in Britain, they could pose a threat to our security.

After the burning of the British Embassy in Tripoli:

I condemn the attacks on the British Embassy premises in Tripoli as well as the diplomatic missions of other countries.

As a result, I have taken the decision to expel the Libyan Ambassador. He is persona non grata pursuant to Article 9 of the Vienna Convention on Diplomatic Relations and has 24 hours to leave the country
Shortly thereafter, Foreign Secretary William Hague expelled two more Libyan diplomats:

On 4 May I ordered the expulsion of two diplomats from the Libyan embassy in London on the basis that their activities were contrary to the interests of the UK. They and their dependants now have until 11 May to leave the country. We keep the status of the Libyan embassy and its staff under constant review. I judged that the behaviour of these individuals had become unacceptable, and that they should therefore be declared persona non grata.
Similarly the names of these two expelled diplomats are highlighted in the April London Diplomatic List above, after comparison with the current May list below.
