Often when multiple cameras are pointing in the same direction, they are different types of cameras. There can be black & white and infra red cameras aimed at the license plate (for day and night reading) and a colour camera aimed at the driver's face. They are collecting together a public submitted photo-montage of things or people who are snooping on the public.
N.B. it is not just visible CCTV cameras which do this, the Path Intelligence mobile phone trackers or, just the Mobile Phone Networks themselves, or the London Transport Oyster Travel Card or Credit Cards or Supermarket Loyalty Cards and legions of jobsworth bureaucratic snoopers and petty officials and commercial sector market researchers and sales droids etc. are hugely intrusive remote trackers of innocent people's movements and habits.

as for the alien war machine, I expect it guards some sinister place like a primary school. What message are we sending to the children who attend schools wrapped in cameras, high fences and barbed wire - that the outside world is so dangerous they must be protected from it, or that they are so dangerous that escape must be made impossible. Sounds more like a prison to me.
This is very very bad on the government, to use too much of these cameras. Only innocents will be caught, those of criminal minds won't get caught.

@ cctv chennai - you are selling such cameras, so your opinion is somewhat biased.
Take it from us here in the UK, where we have far more of them than you do, they simply do not work as well as you are claiming - criminals ignore them, the images are abused, and politicians use them as an excuse to cut down on expensive police patrols of the streets, whilst claiming to Be Doing Something about crime or national security etc.
