I've done a little research on this and it seems that the extradition treaty between the USA and Zambia is weird.
The treaty dates back to when Zambia was called Rhodesia and was still a part of the British Empire. When Rhodesia became independent (and chnged it's name) they announced that all treaties negotiated by the UK in relation to Rhodesia would remain in force, subject to approval by the new Zambian government.
The US state department has a list of all treaties it has with Zambia, which comes up with the following:

I'm not entirely sure what this means, and I can't find any references that might explain it. It might be that this would explain why Haroon is currently in the UK rather than sent direct to the USA.

On what grounds was he extradited rather than deported from Zambia to the UK, if he is not facing any criminal charges here in the UK ?

I was wondering if the way the treaty had been signed meant that current extraditions needed to come through this country - this appears not to be so.
An article in the Telegraph suggests that the US and the UK engaged in a behind the scenes debate about which country Haroon should be sent to.
The Telegraph further suggestst that, at that point, the US was not attempting to extradite Haroon to the US but rather to 'render' him to a third country where the laws regarding things like torture are a little bit more open to flexibility.
The UK dug in it's heels because Haroon has UK papers and the UK did not want to set a precedent on this issue. Extradition papers were only served by the US once Haroon had arrived in this country.

However, all quotes within the article are from unnamed offials so should be taken with a healthy dose of scepticism.
He was deported from Zambia, allegedly for immigration irregularities. Is it the case that deportations on these grounds are always to the home country of the individual rather than the country they arrived from? I'm vaguely groping for an answer here since I don't know.

The allegations by "former Justice Department prosecutor John Loftus" seem a bit strange, unless different western intelligence agencies and government prosecutors etc. are sabotaging each others attempts at infiltrating Al Quaeda, via the press and media.
One would have thought that any alleged terrorists should have been *encouraged* to set up a "training camp" in the remote Oregon countryside, which would have been far easier to keep under surveillance/destroy than one in Afghanistan, especially if one or more of the "organisers" really was an MI6 agent ?
